A) CALL TO ORDER

The meeting was called to order by Chairman Withrow at 5:00 P.M.

B) ROLL CALL

PC Members Present: Barrett
Others Present: Mayor Campbell
Staff Present: Harsch and Manore


C) PRESENTATION

Mr. Jim Young and Bryan Graham outlined and discussed the following:

The role of the Zoning Board of Appeals, highlighting areas such as the definitions of "quasi-judicial", "appeals", "interpretations" and "variances".

They also discussed the components of an orderly meeting, which included the role of staff, the role of the ZEA and the applicant and the public.

The proposed new variance standards were reviewed.

These new standards were applied to the Erne case which involved past court proceedings.

Copies of the new Decision and Order form and standards were also presented to the Board for discussion.

The Board agreed that the findings of facts, as applied to the Erne case be included in all future staff reports, as well as all supporting evidence.

It was also suggested that the proposed standards be phrased as questions to be added to the variance application.
